Sustainable architecture and affordable housing funded through sustainable tourism tax

What does it consist of?

With more than 9,000 applications for subsidised housing in the Balearic Islands, access to affordable rental housing has become a public priority. In Vilafranca de Bonany, 22 subsidised housing units have been built for rent, in an area that connects the city with the countryside.

The project

The lack of access to housing, made worse by pressure from tourism and rising rental prices, has led the Balearic Government to rethink its public housing policy. Against this background, it has promoted the development of 22 homes in Vilafranca de Bonany, executed between 2020 and 2023 by the Balearic Housing Institute (IBAVI), with funding from sustainable tourism tax.

The architecture is based on the relationship between the city centre and the surrounding farming landscape. The houses are arranged so as to honour the traditional transition between street, courtyard, house and garden. Planning regulations have impacted the design, which includes a combination of linked duplexes and dual-aspect homes, with excellent cross ventilation and passive daylighting resources.

All homes comply with nearly-zero energy building (nZEB) standards, equivalent to an ‘A’ energy rating in Spain. This commitment to sustainability responds to two major goals: to reduce the environmental footprint of the construction industry and to ensure a healthier, more efficient housing model.

Located on the southern border of the town centre, on the street of Carrer Molí Nou, this development joins other public actions aimed at remedying the structural housing deficit on the island. As of today, the public register of applicants has over 5,800 requests in Mallorca alone, a demand that far exceeds the available supply.
