The plan is to construct a detached building with four storeys arranged around four courtyards so that all the rooms can have a dual aspect, in other words the possibility of cross ventilation. The structure comprises load-bearing walls forming a network of square spaces divided into three concentric areas: in the centre is the core area for the stairs providing access to eight flats per storey; the kitchens and courtyards alternate in the intermediate area; and the living rooms, bedrooms and bathrooms are in the exterior area.

The purpose of the subsidised rental housing programme is to alleviate the collateral effects of tourism, which makes it harder for residents to afford a home.
The building aims to be an example of sustainability and energy efficiency.
Firstly, it reduces CO2 emissions by over 40% compared with a building of identical characteristics built with conventional systems as it uses materials such as ceramics fired in biomass kilns, wood, recycled cotton and dried seagrass (Posidonia oceanica).
Secondly, it reduces consumption of non-renewable primary energy below 15W/m2/year by means of a series of energy efficiency measures linked to the building’s useful life, such as enclosures with a high thermal inertia, cross ventilation in all the rooms and regulating the internal temperature of the flats using courtyards covered with a system made of glass enclosures and operable solar protection that functions smartly as a heat accumulator in winter and a heat sink in summer.
