Development of 30 social housing rental homes at Carrer Magdalena Bonet i Fàbregues 9, in Palma, on the island of Mallorca

What does it consist of?

Article 47 of the Constitution stipulates the right to decent housing. Nonetheless, this right is subject to the law of supply and demand, which sets market prices. Prices, therefore, have been seriously affected by pressure from tourism, leading to an average 22% annual increase in rents, and to the Balearic Islands region having the worst “housing accessibility index” in Spain.

The project

The 566 m2 plot is located at calle Magdalena Bonet i Fàbregues 9, on the corner of Josep Togores 12-14, in Palma, and was freely assigned for this purpose by the city council.

The development is in an urban area of Palma’s development expansion, in the neighbourhood known as “l’Olivera”, within the ring formed by Vía de Cintura (the Ma-20 road), a block away from ‘La Femu’ park, on the site of the former Fábrica Española de Metalurgia y Utillaje (Spanish Metalwork and Tools Factory), which no longer exists.

This social housing development is for rental homes and a basement car park with at least one space per home. The building will have five floors (ground floor + 4) and a basement, with a build surface area of 2,350 m2 above ground level and 566 m2 in the basement. The capacity of these homes (1, 2 or 3 bedrooms) has been established in accordance with the waiting lists for social housing in Palma dated 1 October 2019, and in accordance with the applicable planning regulations between 30 and 36 homes are planned, as follows:

  • 40% homes with one bedroom (between 12 and 14 homes).

  • 50% homes with two bedrooms (between 15 and 18 homes).

  • 10% homes with three bedrooms (between 3 and 4 homes).

Three adapted homes will be created, in observance of Act 8/2017 on universal accessibility in the Balearic Islands.

For the building design with the necessary sustainability conditions, four points have been established that need to be met:

  • Building with Class A energy efficiency. This will be achieved mainly by implementing passive measures such as cross ventilation, solar protection, suitable insulation, etc., to reduce the energy demand to <17.20 kW/m2/year, together with active measures to meet demand using renewable energies by installing solar panels and high energy efficiency equipment to produce hot running water.

  • Water consumption, maximum 100 l person/day. Due to the water shortage in the Balearic Islands, measures will be implemented to reduce the consumption of water from the drinking water supply system by installing aerators and Cold Start taps, and butts to store rainwater to be used to flush toilets and water plants.

  • Reduction of building waste by 25% through the use of appropriate building solutions and by optimising the recycling of on-site materials.

  • Reducing CO2 emissions from materials by 25% during building work, in comparison with an equivalent conventional building.
