Mallorca Reinforces Holiday Accommodation Inspection Against the Rise of Illegal Rentals

The Council of Mallorca expands its inspection and sanctioning capacity to control unregulated holiday accommodation

The Island Council of Mallorca is allocating more than €4 million to reinforce its inspection and sanctioning structure against illegal holiday rentals. The measure aims to tackle the perception of impunity, improve the quality of the destination and ensure responsible use of the land.

The project

The continued growth of tourism demand in Mallorca has gone hand in hand with an increase in unregulated accommodation that escapes legal control and the minimum quality standards required. In light of this situation, the Island Council has approved a plan to expand its administrative structure and boost its capacity to respond to these practices.

The project includes the recruitment of 26 new professionals in inspection and sanctioning services: inspectors, legal experts, administrators and IT technicians. This expansion of the team will go together with material resources—computers, tablets, printers and furniture—to ensure the efficiency of the system and speed up the processing of files.

Currently, the inspection service has 21 staff members, while the sanctioning service has just 6 people to deal with the resulting procedures. This imbalance has led to delays in the handling of cases and has fuelled the perception of impunity. The planned reinforcement will make it possible to restore proportionality between the two departments and act more effectively.

The Council insists that the rise of illegal accommodation not only violates tourism regulations, but also affects access to housing for locals, pressure on the environment and the quality of the destination. The new plan seeks to curb this dynamic and establish a vision of tourism based on regulatory compliance and territorial sustainability.
